GARSTANG Children's Festival will take to the streets next Monday, with the traditional parades and fun. It has always an opportunity for both the youngsters and older folk to let their hair down, with contemporary issues, movie themes, news events and political developments being mimicked or pilloried by the fancy dress entrants. And, according to Garstang historian PAUL SMITH there's nothing new in that.
