Leyland man fined for dumped rubbish

A Leyland man who paid £5 to someone to get rid of his rubbish ended up in court after it was found dumped in a rural beautyspot.
Robert Pearson, 22, of Canberra Road, pleaded guilty to failing to take proper measures to secure the household rubbish was disposed of properly.

As a result he was fined £125 and ordered to pay costs of £100 costs and a £15 victim surcharge.
The offence came to light when 14 black bags and several cardboard boxes were found in a drainage ditch on Pump House Lane, Ulnes Walton, in January.

Officers from Chorley Council investigated the fly-tipping and a number of items relating to the defendant's address were uncovered, Leyland Magistrates heard.

When questioned by council officers Pearson admitted that about three or four days after Christmas he had paid some individuals £5 to remove some rubbish from his property along with an old cooker and television.
The court was told that he did not take their details but saw them take the rubbish away in a tipper van.

A witness, who helped load the cooker on to the van, confirmed Pearson's account of what happened.

The defendant admitted that he had failed in his duty of care in respect of the waste.

Coun Eric Bell, Chorley Council's executive member for neighbourhoods, said: "It's vital that people getting rid of rubbish do so properly.
"In this case the defendant had no idea who was disposing of his rubbish.
"In the end this has led to fly-tipping, which has had to be cleared up at a cost to the taxpayer.

"This is a warning to others that we won't tolerate people who don't take proper steps to get rid of their waste."
