'Shop fly-tippers' plea from council

FLYTIPPING is on the increase throughout Wyre – but there have only been a handful of successful prosecutions in recent years.
To catch the flytippers, Wyre Council needs the public's help.
Council officials hope the public will tip them off about the tippers – by sending texts and pictures of the mess.
New statistics show that in 2008/09 there were 4,324 reported incidents of fly-tipping in Wyre, compared with 3,979 incidents four years earlier.
Much of the tipping occurred in rural parts such as Garstang and Over Wyre.
A council spokeswoman said: "We do have problems in the rural areas, particularly with building materials, because flytippers know they will be harder to spot in less densely populated areas and country lanes, where hedges provide natural screening."
Explaining the fact there have only been a small number of recent prosecutions, she said: "Prosecutions are very difficult to bring about because of the lack of evidence. It would be impossible for officers to be everywhere at once. This is why we encourage people to be the eyes and ears."
She said that the council was soon to launch an awareness campaign encouraging people to text from their mobile phones details of flytipping – with the option of including a picture message. (The number is 01253 891000).
Throughout Lancashire in 2008/09 there were 27,255 reported tipping incidents. Like Wyre, most councils reported only a handful or fewer successful prosecutions.
The Wyre spokeswoman added: "The fact Wyre has a robust reporting system and has always encouraged people to report incidents of flytipping may make the comparison with other areas seem even higher."
Coun Vivien Taylor, of Knott End, holds the portfolio post for tipping issues.
She said: "We know fly tipping is a serious problem in Wyre and we are doing all we can to reduce it.
"There is no excuse for fly-tipping when we have two waste centres in Wyre with long opening hours, collection banks and a service that removes bulky items from homes.''
