Appeal date for Kepple Lane caravan plans
THE public inquiry into controversial plans for a funfair workers' caravan park on Kepple Lane, Garstang, will be held this summer.
Mr Stanley Cubbins' plans for up to 20 caravans for his familywere turned down by Wyre councillors last year, amid furious protests from residents living close to the proposed site.
The siting of the caravans by Mr Cubbins in 2006 on his land had angered residents of Kepple Lane and the wider Garstang community who claimed it was unsightly and out of place.
There were angry scenes at two public meetings and, following a retrospective planning application by Mr Cubbins, the plans were unanimously rejected by councillors.
Mr Cubbins' subsequent appeal had been expected to be held later this year, but Wyre Council announced this week it would be held on July 22, and was scheduled to last a day.
The venue will be the Wyre Civic centre at Poulton-le-Fylde and the hearing is open to the public to both attend and speak.
The hearing, by a government inspector, will consider both the appeal against the rejection of planning permission and Wyre's enforcement proceedings against Mr Cubbins.
If Mr Cubbins loses the appeal he will have to leave the site. within a specified time frame
If he wins, the site he calls 'Utopia Park' will become a permanent fixture on Kepple Lane.
Kepple Lane Residents Action Group (KLAG) was formed last year to oppose the caravan park plans.
One of KLAG's officials, Mrs Lynn Harter, who stressed she was speaking personally, said: "Wyre Council will vigorously defend their decision to refuse Mr Cubbins' application.
"Nothing has changed since that decision was made, and the independent Inspectorate will have the opportunity to study all the letters of representation before the public inquiry takes place."
Mr Cubbins, who has the backing of the Showmen's Guild for his application, was unavailable for comment.
