Even if the deal takes more time to do, the 28-year-old won’t be involved in tonight’s clash with Derby County at Deepdale (7.45pm).
Once the negotiations over the fee are finalised, Garner will travel to Scotland for a medical and to agree personal terms.
Rumours of interest in the front man from Rangers, first surfaced earlier in the summer.

But the speculation started again late last week and the Glaswegians made an official bid on Saturday.

“Joe has made it clear that the financial considerations in making this move would mean that he would want to leave.
“Assuming a final agreement can be reached with regard to a transfer fee we would not want to stand in the way of a player who no longer wished to remain with us.
“If Joe leaves, he goes with our very best wishes for what he has done in his time here.”
Jermaine Beckford is set to replace Garner tonight.
Beckford made an impact as a substitute against Fulham, setting up Callum Robinson’s goal and having a late effort harshly ruled out for offside.
