The initiative is being funded through part of a £300,000 Wyre Council fund which has been set up to support such work across the borough The town and district also hope to benefit from other post-Covid recovery funds.
A first task will be to appoint consultants.
Coun Allan, chair of the Town Council's Market Working Group, said: "This is an exciting time for Garstang and its surrounding villages. The work involved in developing a regeneration and investment framework will allow us to identify projects which will benefit local people and form the basis of bids for funding for those projects."
He said that as funds to help the county recover from the Covid-19 pandemic became available the Board would "need to be in a good position to bid for those funds with projects which are evidenced based and costed”.
